Apna Ghar Scheme Eligibility Criteria: Who Qualifies in 2026?
Before investing time in compiling land registries and salary certificates, it is vital to understand whether you or your family members meet the statutory qualifying benchmarks established by the Government of Pakistan and the Punjab Housing and Town Planning Agency (PHATA). Below is the complete parameter breakdown.
1. Core Statutory Criteria for All Applicants

|---|---|---|
| Nationality & ID | Pakistani citizen with valid CNIC or overseas with NICOP/POC | Punjab domicile holder with valid 13-digit CNIC |
| Minimum Age | 21 Years at time of application submission | 21 Years at time of registration |
| Maximum Age | Up to 60 Years (or retirement age) at loan maturity | Up to 65 Years at loan maturity |

2. Income Criteria: Salaried vs. Self-Employed
For Salaried Individuals:
- Permanent / Contractual Employment: Minimum 6 months confirmed service with current employer (or 1 year continuous work history).
- Salary Account Verification: Salary must be disbursed directly into a commercial bank account. Cash salaries are rarely accepted by participating mortgage banks.
- Debt Burden Ratio (DBR): The projected monthly installment must not exceed 40% to 50% of your net monthly take-home income.
For Self-Employed & Business Persons:
- Business Vintage: Minimum 1 to 2 years of documented operational continuity in the same line of business.
- Tax Compliance: Active status on the Federal Board of Revenue (FBR) Active Taxpayer List (ATL) with verified income tax returns.
- Bank Statements: 12 months of clean business bank account statements showing adequate monthly turnover and positive average credit balances.
3. The Co-Applicant Option for Pooling Income
If your individual salary falls slightly below the required bracket, both the Federal and Punjab schemes permit you to add a Co-Applicant. Eligible co-applicants include:
- Legally wedded spouse (Husband / Wife)
- Biological father or mother
- Brother, sister, or adult employed son/daughter living in the same family unit
By joining incomes, your collective disposable income rises, enabling you to secure higher financing amounts while satisfying the mandatory DBR ratio.
4. Credit History (eCIB) Verification
All participating commercial and Islamic banks are legally required by the State Bank of Pakistan to verify the applicant's Electronic Credit Information Bureau (eCIB) report. You will be disqualified if you have:
- An active default or overdue balance on a credit card or personal loan.
- A settled loan write-off within the past 24 to 36 months.
- Declared personal bankruptcy or active financial litigation in court.
