Punjab "Apni Chhat, Apna Ghar" (ACAG) Scheme: 15 Lakh Interest-Free Loan Guide
The "Apni Chhat, Apna Ghar" (ACAG) initiative, launched under the leadership of Chief Minister Punjab Maryam Nawaz Sharif, represents the most progressive provincial housing assistance program in Pakistan's recent history. The Three Program Execution Models
To cater to diverse citizen needs, the Punjab Government has structured the scheme into three distinct execution tracks:
Track 1: Construction Loans for Private Plot Owners
This is the primary and most popular model. If you own an empty plot measuring between 1 and 5 Marlas in an urban municipality (or up to 10 Marlas in a rural village) with verified land ownership records (Fard or Registry), the government grants you Rs. 1.5 Million in milestone disbursements to build your home.
Track 2: Affordable Housing in PHATA-Approved Private Schemes
For families who do not own land, the Punjab Housing and Town Planning Agency (PHATA) has partnered with approved private housing developers. The government provides direct upfront subsidies, and citizens pay subsidized monthly installments over extended periods to own model houses.
Track 3: High-Density Apartments on State Land
In major urban metropolises such as Lahore, Rawalpindi, Faisalabad, and Multan, multi-story affordable residential apartment complexes are being constructed on state-owned land. These apartments are allocated to verified low-income citizens via transparent computerized balloting.
How Loan Disbursements are Structured
To ensure fiscal responsibility and guarantee that funds are used exclusively for building structural shelter, loan funds are released in three stages:
- First Tranche (Foundation & DPC Level): Released upon application approval to initiate excavation, foundation footings, and plinth beam construction.
- Second Tranche (Lintel & Grey Structure Level): Released after a site inspection by a government field engineer confirms that the grey structure walls and roof lintels have reached specified engineering standards.
- Third Tranche (Roofing & Finishing Level): Disbursed to complete sanitary fittings, electrical conduits, doors, windows, and plastering.
Repayment Terms and Bank Partner Facilitation
Borrowers do not have to pay a single rupee in interest or hidden account maintenance fees. The monthly installment of approximately Rs. 14,000 is paid back over 7 years through partnering microfinance and commercial banks (including The Bank of Punjab and Akhuwat). This makes monthly housing payments substantially lower than the typical rental costs of an equivalent 5-Marla house in urban Punjab.
